Creates a new licensing requirement for "residential end-of-life facilities" defined as freestanding facilities providing 24-hour residential and support services in a home-like setting for no more than 12 hospice patients receiving services from a third-party hospice program.

Establishes chapter 23-17.7 requiring the state department of health to license residential end-of-life facilities and adopt rules for application, issuance, renewal, and minimum standards under consultation with stakeholders.

Authorizes the department to deny, suspend, or revoke licenses for noncompliance with chapter 23-17.7 or its rules through administrative hearings under chapter 28-32.

Amends the definition of "assisted living facility" in three sections of code (23-09-01, 50-32-01, and 57-39.2-04) to explicitly exclude facilities licensed under the new chapter 23-17.7.

Adds residential end-of-life facilities to the list of "eligible facilities" for sales tax exemption purposes, effective for taxable events occurring after June 30, 2021.
