Creates a seven-member nonpartisan redistricting commission to be selected before January 15th of each year following a decennial U.S. census.

Commission composition includes one member appointed by the governor (dean or professor of law, political science, or government), one by the attorney general (retired judge or justice), one by the secretary of state (civil rights law expert), and four members selected from nominees of legislative leaders (house majority and minority leaders, senate majority and minority leaders each nominate three individuals).

Commission must devise a redistricting plan dividing the state into 47 districts compliant with the U.S. Constitution, North Dakota Constitution, section 54-03-01.5, and other applicable statutes, with the plan submitted by August 15th to legislative management.

Legislative management submits the commission's proposed redistricting plan and implementing legislation to the legislative assembly for consideration.

Establishes that the commission should be created upon the effective date of this Act to develop a redistricting plan based on the 2020 decennial census.
