Appropriates $2,000,000 in federal coronavirus capital projects funds to the North Dakota agriculture commissioner for an intermodal facility grant program from the effective date through June 30, 2023.

Funds may only be awarded to organizations dedicated to expanding rail capacity at existing intermodal facilities in North Dakota that are connected to and served by a class I railroad.

Grant funds are limited to capital costs associated with engineering, labor, equipment, and materials for rail track expansion projects.

Spending is contingent upon certification by the director of the office of management and budget that the use complies with federal coronavirus capital projects fund guidelines.

The act is declared an emergency measure, passing the Senate 47-0 and the House 82-6.
