Creates a new sentencing alternative called "veterans treatment docket," a district court supervised program combining judicial supervision with licensed treatment for substance use disorders, mental health conditions, behavioral health conditions, traumatic brain injuries, military sexual trauma, and co-occurring disorders.

Establishes drug court as a formal sentencing alternative combining judicial supervision with alcohol and drug testing and substance use disorder treatment in a licensed program, with the supreme court authorized to adopt rules and procedures.

Allows probation sentences under drug possession statutes to include placement in drug court or veterans treatment docket, and allows the department of corrections to place individuals in drug and alcohol treatment programs with release upon successful completion.

Provides that upon successful completion of drug court or veterans treatment docket, a person convicted of a felony is deemed to have been convicted of a misdemeanor, and cases for misdemeanor convictions must be dismissed and sealed upon successful completion.

Permits suspension of all but ten days of mandatory minimum sentences for third or subsequent DUI violations when a defendant successfully completes drug court or veterans treatment docket approved by the supreme court.
