Amends North Dakota Century Code section 23-01-05.2 to allow health care professionals (physicians, physician assistants, advanced practice registered nurses, and pharmacists) to prescribe, distribute, or dispense epinephrine if they provide training to individuals at risk of severe allergic reactions or their family members and friends.

Permits any person acting in good faith to receive, possess, or administer epinephrine to themselves or another person suspected of experiencing a severe allergic reaction, regardless of whether the epinephrine was prescribed to that specific person.

Grants immunity from civil and criminal liability to health care professionals and any person who prescribes, distributes, dispenses, receives, possesses, trains in the use of, or administers epinephrine under this section, provided they act in good faith.

Immunity protection does not apply if a person's actions constitute recklessness, gross negligence, or intentional misconduct.

Declares the Act an emergency measure.
