Removes the prohibition on mixed fighting style competitions in North Dakota and allows them to proceed under regulation by the secretary of state.

Defines mixed fighting style competitions as advertised or professionally promoted exhibitions combining kicks, punches, blows, holds, and other martial arts techniques where admission fees are charged, excluding boxing and kickboxing alone.

Authorizes the secretary of state to adopt rules governing boxing, kickboxing, mixed fighting style competitions, and sparring exhibitions, or alternatively use the most recent uniform rules of boxing and unified rules of mixed martial arts.

Grants the secretary of state authority to establish license fees for fighters, promoters, managers, judges, referees, and other participants, and to charge fees equal to actual regulatory costs.

Permits the secretary of state to conduct screening tests for controlled substances on boxers, kickboxers, and mixed style fighters participating in competitions or exhibitions.
