Legislative management shall conduct a study during the 2021-22 interim on state and federal laws, regulations, and services for individuals with developmental disabilities and autism spectrum disorder.

Study must review existing programs to identify pathways for individuals not meeting current eligibility criteria, including gap analysis with programmatic recommendations and potential federal Medicaid 1915(i) state plan amendment funding.

Study shall examine efforts and services offered by other states, including planning and implementation processes for new or modified programs, and assess the impact of expanding programs including number of individuals affected, costs, and implementation timelines.

Legislative management shall contract with a third party to conduct the study and must consider elimination of the autism spectrum disorder task force, including contracting with a nonprofit entity that does not provide autism spectrum disorder services for task force support.

Legislative management shall report findings, recommendations, and any necessary legislation to the sixty-eighth legislative assembly.
