Amends North Dakota Century Code section 38-08-04, paragraph 12, regarding the industrial commission's authority over abandoned oil and natural gas wells.

Requires wells in abandoned-well status with no production for one year to either return to production, receive temporary abandonment approval, or be plugged and reclaimed within six months.

Authorizes the industrial commission to require a single-well bond equal to plugging and reclamation costs if none of the three preceding conditions are met.

Allows the commission to forfeit well equipment, well-related equipment, and salable oil at the site after one year of abandoned-well status, as well as any bonds covering the well.

Permits surface owners to request a commission review of temporarily abandoned well status after at least seven years on temporary abandonment, with subsequent reviews available every two years following notice and hearing.
