Requires applicants to mail a copy of the commission's notice of filing to owners of record of land within the requested site or corridor within 30 days of the commission's service of the complete application notice.

Defines "owner of record" as the owner identified by the county treasurer to receive the real estate tax statement.

Establishes six-month deadline for commission designation of a site for electric energy conversion facilities and three-month deadline for electric transmission corridor facilities, with extension allowed for just cause.

Prohibits the commission from conditioning certificate issuance on applicant providing mitigation payments to offset negative impacts on wildlife habitat as requested by other state agencies.

Applies to siting applications filed after August 31, 2021.
