Establishes four acceptable forms of documentation to verify unaccompanied homeless status: statements from homeless service providers, school liaisons/officials, attorneys, or the individual plus two adults with knowledge of their circumstances.

Shields physicians and qualified health professionals from civil and criminal liability for providing care to unaccompanied homeless minors without parental consent, except for negligence claims.

Excludes abortion services from this consent authority and preserves mandatory child abuse and neglect reporting requirements.

Allows unaccompanied homeless minors who are parents to consent to medical, dental, and behavioral health treatment for their own children.
