Creates a postsecondary transitional grant program providing integrated formula payments to eligible postsecondary transitional programs within North Dakota at the rate specified under section 15.1-27-04.1.

Defines "eligible student" as a student with a documented intellectual or developmental disability between ages 18 and 22 who has graduated from a North Dakota public high school or obtained an equivalent degree.

Requires postsecondary transitional programs to submit reimbursement requests to the superintendent of public instruction by June 30 each year for eligible enrolled students.

Limits grant payments per student to the rate established under section 15.1-27-04.1.

Directs the superintendent of public instruction to review and approve postsecondary transitional programs and establish a payment distribution system.
