Expresses North Dakota legislative opposition to the National Popular Vote Interstate Compact, which would award state electoral college votes to the nationwide popular vote winner instead of the state election winner.

States that 15 states and the District of Columbia have already adopted the compact, but asserts the current electoral college system complies with Article II of the United States Constitution.

Urges Congress to refuse consent to the interstate compact and to oppose any national popular election of the president except through a constitutional amendment.

Directs the legislative management to study during the 2021-22 interim how to defeat the compact effort, including examination of how states report presidential election results (by vote percentages or vote totals).

Requires the Secretary of State to send a copy of the enrolled bill to the President of the United States Senate, Speaker of the House, and each member of North Dakota's congressional delegation.
