Allows pharmacy technicians to administer drugs under the immediate personal supervision and control of a pharmacist, subject to board rules.

Requires pharmacists who administer drugs to obtain board authority, which cannot be delegated to technicians.

Mandates educational requirements including basic immunology, vaccine mechanisms and adverse effects, CDC immunization guidelines, adverse event management, drug administration physiology, and recordkeeping.

Requires authorized pharmacists to obtain and maintain current certification in cardiopulmonary resuscitation or basic cardiac life support.

Establishes board rulemaking requirements covering practitioner orders, protocols, reporting to primary health care providers and state department of health, and permitted administration environments.
