Authorizes the board to issue certifications indicating whether law enforcement agencies comply with grant funding requirements.

Reclassifies marijuana offenses from a class B felony to a class C felony for manufacture, delivery, or possession with intent to deliver.

Extends the statute of limitations for prosecuting felony offenses under chapters 12.1-23 (controlled substances) and 50-24.8 (theft) to the later of three years from the last act constituting the offense, three years from discovery of stolen property, or three years from discovery of the loss of property or services.

Establishes enhanced penalties for drug offenses involving specified quantities of controlled substances, including 500 grams or more of marijuana, or when committed near schools, during school hours, involving delivery to minors, or while in possession of a firearm.

Modifies the criminal justice data information sharing system to require individuals to meet eligibility access criteria and undergo criminal history background checks including fingerprint verification.
