Insurance commissioner must study availability, cost, and risks associated with insurance coverage in North Dakota's lignite coal industry during the 2021-22 interim, in consultation with the North Dakota insurance reserve fund.

Study must evaluate whether the current insurance market adequately and appropriately calculates risk factors specific to the coal industry.

Study must assess whether a state-based insurance product is needed to insure against current coal industry risk factors at appropriate costs.

Insurance commissioner must report findings to legislative management and implement any necessary recommendations by June 1, 2022.
