• Creates a unified "North Dakota scholarship" that consolidates three separate scholarship programs by repealing the North Dakota academic scholarship and North Dakota career and technical education scholarship sections effective July 31, 2024.

• Establishes eligibility requirements for the North Dakota scholarship including completion of a civics test, four-year rolling plan, 3.0 GPA minimum, 25 hours community service, 95% attendance rate, and at least four of eight specified co/extracurricular or educational activities during grades 9-12.

• Provides $750 per semester or $500 per quarter in scholarship funds to eligible resident students enrolled full-time at accredited North Dakota higher education institutions, with a maximum of $6,000 total per student and validity for six academic years after high school graduation.

• Requires students to maintain a 2.75 cumulative GPA and make adequate progress toward degree completion, with a one-time exception allowing continued funding if GPA falls below 2.75; ineligibility results after a second semester/quarter below 2.75.

• Updates annual reporting requirements to the state board of higher education and specifies use of North Dakota eTranscripts system for official transcript submission.
