Emergency commission may authorize acceptance and disbursement of federal funds not appropriated by the legislative assembly, with budget section approval required for amounts exceeding $50,000 but not exceeding $3 million.

Budget section approval is required for federal fund amounts exceeding $3 million, and the budget section may approve requests as received or amend and approve them.

Aggregate federal fund expenditures approved per biennium may not exceed $50 million; amounts exceeding this threshold require legislative assembly approval during a regular or special session.

Emergency commission may authorize acceptance of non-appropriated moneys from gifts, grants, and donations for new or existing programs with budget section approval for amounts between $50,000 and $3 million, with a $5 million aggregate biennium limit.

Federal highway administration emergency relief funding and disaster or emergency recovery funding are exempt from the aggregate dollar limits and approval requirements.
