Increases state gaming commission from five to nine members, with one member required from each of the five federally recognized Indian tribes in North Dakota.

Prohibits bar employees from redeeming electronic pull tab credit ticket vouchers and allows electronic pull tab devices to only dispense credit ticket vouchers rather than direct cash or coins.

Requires organizations operating electronic pull tab devices to comply with applicable federal reporting requirements and mandates at least 60 percent of net revenue from electronic pull tabs be used for eligible charitable purposes.

Caps electronic pull tab devices at a maximum of 2,000 devices operated statewide annually and imposes a regulatory inspection fee on distributors authorized to operate these devices.

Allows the governor to waive fees associated with services performed under tribal-state gaming compacts and clarifies that the state may not be obligated to appropriate state funds for gaming compacts.
