Temporary or contract employees employed full-time by state agencies for 24 consecutive months must receive salary and benefits equivalent to full-time permanent employees in comparable positions.

Temporary or contract employees with 24 consecutive months of full-time service are eligible for annual compensation adjustments in the same percentages as regular classified employees.

Temporary or contract employees with 24 consecutive months of full-time service are entitled to participate in the public employees retirement system and receive service credit for their time as temporary or contract employees.

The budget director must include funding and authorization for an additional full-time equivalent position in draft appropriations acts for any state agency or department that has employed an individual as a temporary or contract employee on a full-time basis for at least 24 consecutive months.
