Defines "local worker" as an individual employed to construct or maintain energy infrastructure who is either a North Dakota resident or permanently resides within 150 miles of a proposed electric energy generation facility.

Adds maximization of local benefits and employment of local workers as explicit policy goals when siting energy conversion facilities and routing transmission facilities.

Requires applicants to describe measures that will be taken to maximize benefits to North Dakota citizens and local workers in their certificate applications.

Prohibits the Public Service Commission from issuing permits for wind or solar energy conversion facilities unless the applicant demonstrates the project will maximize employment of local workers.

Requires applicants to file quarterly reports detailing efforts to hire North Dakota workers and accounting for hours worked by local versus out-of-state workers, without including personally identifiable information.
