Amends North Dakota Century Code section 23-35-02.1 regarding tribal health units formed by Indian nations with reservations bordering more than four counties.

Changes language from "shall" to "may" regarding collaboration between tribal public health units and bordering public health units on public health services provision.

Allows non-enrolled members of an Indian tribe to bring or move civil actions involving a tribal public health unit to either tribal court or district court.
