Amends section 61-40-01 of the North Dakota Century Code to expand the contracting authority of the western area water supply authority.

Authorizes the western area water supply authority to enter water supply contracts with member cities, water districts, recognized tribes, entities authorized by recognized tribes, and private users such as oil and gas producers.

Permits the authority to sell water for use within or outside authority boundaries or the state.

Requires the western area water supply authority and independent water providers to consider the location of private water sellers when locating industrial water depots in order to minimize impact on private water sellers.
