Increases the biennial expenditure limit for the abandoned oil and gas well plugging and site reclamation fund from $5 million to $35 million per biennium.

Establishes prioritized spending categories: restoration of degraded land and water, development of publicly owned land, administrative expenses, and demonstration projects for reclamation and water quality control methods.

Raises the annual cap on contributions to the fund from $7 million to $15.5 million per fiscal year.

Increases the maximum fund balance cap from $50 million to $150 million.

Makes the contribution cap amendment effective for taxable events after June 30, 2021.
