Increases the state gaming commission from five to nine members, including one representative from each of the five federally recognized Indian tribes in North Dakota.

Creates regulations for electronic pull tab devices, including a requirement that devices maintain a twelve percent hold and that at least sixty percent of net revenue from electronic pull tabs be used for eligible charitable purposes.

Limits the number of electronic pull tab devices operating in the state to no more than 2,300 devices on an annual basis.

Prohibits bar employees from redeeming electronic pull tab credit ticket vouchers and requires organizations operating electronic pull tab devices to comply with all applicable federal reporting requirements.

Amends tribal-state gaming compact procedures to allow the governor to waive fees associated with state services performed for Indian tribes.
