Amends Section 54-58-03 of the North Dakota Century Code to modify procedures for tribal-state gaming compacts negotiated by the governor.

Allows legislative leadership to attend gaming negotiations and receive status briefings: legislative management leadership when legislature is not in session, or majority and minority leaders of both houses when legislature is in session.

Permits Indian tribes to conduct gaming that is permitted in the state for any purpose by any person, organization, or entity, including games of chance allowed under compacts in effect on August 1, 1997.

Adds requirement that before the governor concurs with a Secretary of Interior determination on newly acquired tribal lands under 25 U.S.C. 2719(b)(1)(A), the governor must confirm local government support for the proposed gaming establishment.

Requires the governor to conduct one public hearing before executing any proposed tribal-state gaming compact or amendment, and to provide copies to legislative members at least 21 days before signing.
