Requires the legacy and budget stabilization fund advisory board to review any legislative measure, initiated or referred measure, or asset allocation and investment policy affecting the legacy fund

Mandates the advisory board request the state retirement and investment office to arrange preparation of a fiscal impact statement if the measure or policy will have a fiscal impact on the fund

Specifies that fiscal impact statements must be prepared by an independent consultant paid by the state retirement and investment office

Requires fiscal impact statements to include estimated fiscal impacts for the next biennium and the next ten bienniums

Mandates submission of the fiscal impact statement to the advisory board before the measure or policy is acted upon
