Creates a new provision allowing the director of the office of management and budget to pay reasonable and necessary costs from the risk management fund for state employees whose criminal investigations initiated by executive branch agencies result in no charges.

Authorizes the attorney general to direct payment of reasonable and necessary costs for state employees when criminal charges are dismissed or the employee is acquitted following investigation and prosecution.

Limits eligible payments to investigations and prosecutions directly related to employment or office duties, explicitly excluding traffic and motor vehicle offenses.

Amends section 44-08-05.1 to change mandatory language ("shall") to discretionary language ("may") regarding attorney general investigation of purchasing card violations and false claims by public officers and employees.

Declares the Act an emergency measure.
