Expands the definition of "default" to include failure to perform any obligation or duty under the rental agreement, not just failure to pay rent.

Allows self-service storage facility owners to charge late fees of $20 or 20% of the delinquent monthly rent payment, whichever is greater, for each late payment.

Permits owners to have motor vehicles, watercraft, or trailers towed from the facility if rent remains unpaid for 60 days, with immunity from liability for damage incurred during towing and removal does not release the owner's lien.

Changes notice requirements to allow delivery of default notices by electronic mail in addition to certified mail and establishes "commercially reasonable" advertisement standards instead of requiring newspaper publication twice weekly.

Creates new owner rights allowing facility owners and occupants to establish additional duties and obligations through rental agreements, and grants owners the same rights and remedies available to creditors and landlords under state law.
