Changes the state health officer from a governor-appointed position to an elected office with a four-year term beginning in 2022, elected as a no-party candidate under title 16.1.

Changes the human services commissioner from a governor-appointed executive director to an elected office with a four-year term beginning in 2022, elected as a no-party candidate under title 16.1, with an annual salary of $110,582.

Transfers authority to set the state health officer's salary and appoint the advisory committee from the governor to the health council.

Prohibits party affiliation references in petitions and affidavits for candidates running for state health officer and human services commissioner positions, consistent with other non-partisan offices.

Adds the state health officer and human services commissioner to the definition of "elected and elective state officers" in section 54-06-01.
