Creates chapter 23-17.6 of North Dakota Century Code establishing a registration system for extended stay centers that provide postsurgical and postdiagnostic recovery services following ambulatory surgical center procedures.

Requires extended stay centers to obtain a certificate of registration from the state department of health and limits facilities to a maximum of 16 recovery beds (no more than two beds per operating room).

Mandates patient discharge within 48 hours of admission and requires affiliation with Medicare-certified ambulatory surgical centers that have demonstrated safe operations for at least 24 consecutive months.

Sets registration application fee cap at $15,000 and annual renewal fee cap at $15,000, with the health council adopting rules governing personnel qualifications, patient care standards, record procedures, and facility reviews.

Grants the department authority to deny, suspend, or revoke registration for noncompliance and requires centers to report data on procedure types, patient stay duration, medical acuity, and hospital transfer frequency.
