Creates a new license category called "professional counselor - supervised" for individuals granted a professional counselor license to practice under supervision of a licensed professional counselor or other qualified supervisor.

Replaces the "associate professional counselor" license designation with "professional counselor - supervised" throughout North Dakota Century Code sections 43-47-01 through 43-47-06.

Allows the board of counselor examiners to issue professional counselor licenses with "designated supervised" designation to applicants with a master's degree, recommendations, and a written plan for supervised experience.

Limits the "professional counselor - supervised" license to an initial two-year period, extendable only upon recommendation of the supervisor and three other counselors (at least one from the applicant's training program).

Requires the board to automatically convert all existing associate professional counselor licenses to professional counselor licenses with the "designated supervised" designation.
