Amends Section 54-52.1-05.1 to allow the board to establish exceptions to health insurance data disclosure limitations for bid solicitation purposes pursuant to Section 54-52.1-04, in addition to existing exceptions for public interest and research activities.

Creates a new section requiring the board to provide health insurance utilization reports to political subdivisions that receive benefits under the uniform group insurance program upon request.

Requires utilization reports to be substantively the same as reports required under Section 26.1-36.4-09 and must comply with the federal Health Insurance Portability and Accountability Act of 1996.

Declares the act an emergency measure.
