Increases soil conservation district supervisor compensation from $62.50 to $65.50 per meeting and requires annual training in soil health measurement and improvement.

Adds soil health restoration and conservation as explicit policy goals throughout soil conservation statutes, including in district powers, duties, land use regulations, and comprehensive planning.

Creates a healthy soil grant program with a continuing appropriation through the healthy soil grant fund to provide technical assistance to producers and land managers implementing soil health principles, with priority given to young producers, veterans, small farms, and disadvantaged communities.

Establishes a healthy soil assessment and education program to promote soil health practices through a statewide network of champions, baseline soil health assessments, producer-led workshops, and identification of carbon sequestration methods and incentives.

Defines "soil health" to mean soil that enhances biological function, increases organic matter, improves structure and water retention, and sustains plants, animals, and individuals.
