Prohibits state agencies, political subdivisions, and elected or appointed officials from closing or limiting operating hours of government-owned or private shooting ranges, firearm or ammunition retailers, or related businesses during emergencies, unless the closure applies equally to all commerce and activities in the jurisdiction or is for maintenance, law enforcement training, military training, or hunter education.

Prohibits governmental entities from restricting lawful possession, defensive use, carrying, transfer, transportation, storage, or display of firearms or ammunition during emergencies.

Prohibits seizure or confiscation of lawfully possessed firearms or ammunition except when defending persons from assault, arresting individuals for law violations, or seizing evidence of a crime.

Prohibits requiring registration of firearms, ammunition, ammunition-reloading equipment, or personal weapons that are not otherwise required by law to be registered.

Prohibits suspending, revoking, or refusing to accept applications for concealed pistol carry permits except as authorized under existing law; allows aggrieved individuals to sue for civil damages and recover costs and attorney's fees.
