Amends North Dakota Constitution Article V, Section 2 to establish the state health officer as an elected position chosen by qualified electors at general elections alongside other statewide officials.

Amends North Dakota Constitution Article V, Section 4 to require the state health officer to be licensed to practice medicine in North Dakota as a condition of eligibility for the office.

Proposes constitutional amendment to be submitted to North Dakota voters at the general election in 2022.

Maintains existing eligibility requirements for all elective offices including being a qualified elector, at least 25 years of age, and a state resident for five years preceding election.
