• State government entities and political subdivisions are prohibited from requiring COVID-19 vaccination documentation, pathogen/antibody presence, or post-transmission recovery status for access to state property, funds, or services.

• Private businesses cannot require patrons, clients, or customers to provide COVID-19 vaccination or antibody documentation for access or services, with exceptions for developmental disability facilities and healthcare providers.

• Employers requiring COVID-19 vaccination must accept alternative exemptions including proof of COVID-19 antibodies (valid 6 months), periodic COVID-19 testing, medical certificates from licensed providers, or signed religious/philosophical/moral objection certificates.

• State health department is prohibited from creating or contracting for vaccine passports or electronic machine-readable codes for vaccination records.

• Provisions do not apply during declared public health disasters, to federal contractors subject to federal requirements, or to certain government facilities including correctional facilities, state hospitals, and public health units.
