Creates authority for the state party chair to appoint a temporary district party organization chair in newly established districts or districts lacking a functioning committee after redistricting becomes effective.

Temporary district party chairs must organize the district political party in conformance with state law to ensure compliance with primary election filing deadlines.

Requires political parties to reorganize in districts that either share no geographical area with the pre-redistricting district of the same number, or contain new geographic area representing more than 25 percent of the district's 2020 population.

Effective upon filing with the secretary of state.

Passed by House vote of 85-6 with 3 absent and Senate vote of 46-1 with no absents.
