Allows the legislative assembly to enter an agreement with the office of management and budget's central duplicating services to print classifications 1, 2, and 4 materials before any regular, reconvened, or special session, as an alternative to sealed bid process.

Requires the office of management and budget to award printing contracts for classifications 1, 2, and 4 to the lowest bidder, or if multiple bidders match the lowest price, to the bidder(s) the office believes will best serve state interests.

Establishes that contractors must promptly execute all printing orders from the legislative assembly, either branch, the legislative council, or the office of management and budget, with public document volumes delivered to the secretary of state according to contract deadlines.

Permits the office of management and budget, with legislative council concurrence for session laws or journals contracts, to extend printing contract execution timelines for good cause shown.

Becomes effective upon filing with the secretary of state.
