Amends section 12-60-24 to establish comprehensive criminal history record check procedures for applicants, employees, and petitioners for adoption or name change, effective through August 31, 2022 and again after that date.

Authorizes the Bureau of Criminal Investigation to conduct statewide and nationwide criminal history checks, including FBI fingerprint submissions, for numerous state agencies and entities with specified occupational or licensing purposes.

Creates new section 23-27-06 allowing the department to require emergency medical services personnel applicants to submit to criminal history record checks, with all costs borne by the applicant.

Amends section 50-06-41.3 to require public and private behavioral health service providers (except Department of Corrections) to participate in and report daily to the department regarding the behavioral health bed management system.

Takes effect immediately upon filing with the Secretary of State.
