Amends section 15.1-21-02.4 of the North Dakota Century Code regarding the North Dakota career and technical education scholarship program, scheduled to expire July 31, 2024

Modifies the education pathway requirement in subdivision f to require one unit in teaching profession and educational methodology plus at least one additional unit in advanced placement or dual-credit psychology, child development, peer-to-peer leadership, or child-related careers (previously required two units of a coordinated plan of study)

Exempts high school students from the minimum grade requirement in specified units if those units were earned during a semester, quarter, or term that includes March, April, or May of 2020 (addressing COVID-19 pandemic impacts)

Maintains other eligibility requirements including completion of 4 units of English language arts, 3 units of mathematics, 3 units of science, 3 units of social studies, and physical education/health requirements

Becomes effective upon filing with the secretary of state; passed with Senate vote of 47-0 and House vote of 86-1-7
