Appropriates $9,856,379 in special funds to the Department of Financial Institutions for the biennium July 1, 2023 through June 30, 2025, including $7,714,462 for salaries and wages and $2,121,917 for operating expenses.

Authorizes 34.00 full-time equivalent positions for the department, an increase of 3.00 positions from the base level of 31.00.

Exempts the department from normal line item transfer restrictions, allowing it to transfer funds between salaries/wages, operating expenses, and contingency during the biennium with notice to the office of management and budget and legislative council.

Directs legislative management to study the Department of Financial Institutions' appropriation procedures during the 2023-24 interim, including analysis of alternative appropriation methods, management structures, oversight mechanisms, and staffing structures tied to federal or market compensation indexes.

Requires legislative management to report findings and recommendations to the sixty-ninth legislative assembly.
