Appropriates $4,547,019 in total funds to the Council on the Arts for the 2023-25 biennium (July 1, 2023 through June 30, 2025), with $2,597,019 from the general fund and includes funding for salaries, operating expenses, and grants.

Increases staffing from 5.00 to 6.00 full-time equivalent positions and allocates $328,930 in one-time funding items including $2,500 for a new position, $106,430 for accrued leave payouts, $40,000 for a strategic planning consultant, and $170,000 for an arts across the prairie initiative.

Appropriates all income from the cultural endowment fund and all gifts, grants, bequests, and donations received by the Council on the Arts for the 2023-25 biennium.

Exempts the Council on the Arts from standard transfer restrictions and allows line item budget transfers as requested by the council, with transfers exceeding $50,000 requiring notification to the legislative council and appropriations committees.

Declares the $106,430 appropriation for accrued leave payouts an emergency measure and requires the council to report on use of one-time funding to the 69th Legislative Assembly.
