Appropriates $70,746,988 total funds ($49,474,086 general fund) to the North Dakota Highway Patrol for the 2023-2025 biennium, including 12 additional full-time equivalent positions.

Creates a continuing appropriation of up to $300,000 per biennium from a new Highway Patrol Federal Assets Forfeiture Fund, with funds limited to eligible purchases identified by federal departments of justice and treasury.

Authorizes transfer of $3,000,000 from the motor carrier electronic permit fund to the North Dakota highway patrolmen's retirement fund to reduce unfunded liability.

Provides $11,238,321 from the state highway tax distribution fund and $1,374,248 from the motor carrier electronic permit transaction fund for highway patrol expenses during the biennium.

Authorizes patrol officers to receive up to $200 per month for meals and expenses while in travel status or at home stations, paid without presentation of receipts.
