Appropriates $445,785,087 in total funds to the Department of Corrections and Rehabilitation for the biennium July 1, 2023 through June 30, 2025, with $255,467,963 from the general fund.

Includes $131,200,000 in one-time funding from the Strategic Investment and Improvements Fund for construction of a new Heart River correctional center facility for women, with legislative intent for an additional $30,000,000 appropriation in the 2025-27 biennium to complete construction.

Authorizes the Department to establish a steering committee including one Senate member, one House member, and one minority party member to oversee design and construction of the Heart River facility.

Authorizes 929.79 full-time equivalent positions for the department and permits deposit and expenditure of operating revenues from correctional supervision, electronic monitoring, detention, commissary profits, and offender fines and fees.

Provides exemptions from spending restrictions for $8,000,000 for community behavioral health programs, $6,000,000 for deferred maintenance and extraordinary repairs, federal fiscal recovery funds, and $990,000 in federal funds for county jail stipends for deferred admissions.
