Reduces full-time equivalent positions from 50.30 to 23.50 and eliminates the Center for Distance Education line item ($9,461,254).

Distributes $500,000 in workforce training grants across four regions: northwest ($230,000), northeast ($40,000), southwest ($120,000), and southeast ($110,000) for salary and wage expenses.

Exempts $20,000,000 in federal funds for the statewide area career center initiative grant program from statutory restrictions and allows redistribution of uncommitted career academy project funding during the biennium.
