Appropriates $455,998,224 total funds ($43,060,845 general fund) to the Information Technology Department for the 2023-25 biennium, including $148,250,000 for broadband infrastructure.

Allocates $183.6 million in one-time funding for 2023-25, including $147.8 million for the Broadband, Equity, Access, and Deployment program and funds for cybersecurity, enterprise digitization, and capital security upgrades.

Authorizes the Bank of North Dakota to transfer $3,000,000 from the health information technology planning loan fund to the electronic health information exchange fund for health IT office expenses.

Amends the records retention requirement to specify that departmental agencies must maintain electronic mail and personal file storage data for at least one year for agency heads, appointed state officers, and elected executive branch officials.

Exempts $45,000,000 in federal coronavirus capital projects fund appropriations from lapse provisions and requires approval of broadband grant applications only if fiber-optic cable currently serves the proposed service area; declares Sections 9 and 10 as emergency measures.
