Establishes a new chapter in North Dakota Century Code to regulate community health workers and define them as individuals certified to provide preventative services to those with chronic conditions, at-risk populations, or documented health barriers.

Prohibits use of the title "community health worker" unless an individual is certified by the Department of Health and Human Services, which may adopt rules, charge fees, contract with third parties, and set education and experience requirements.

Creates a community health worker task force during 2023-24 interim comprised of 8 representatives from medical services, public health, tribal nations, universities, hospitals, federally qualified health centers, and emergency medical services to develop comprehensive plans for scope of work, training, certification, and Medicaid reimbursement.

Directs the Department of Health and Human Services to seek a Medicaid state plan amendment during 2023-25 biennium to authorize reimbursement of certified community health workers and to certify completion to legislative management.

Appropriates $75,000 from the general fund through June 30, 2025, for the department to contract with a third party to assist the task force with data collection, meeting facilitation, and report development.
