Renames Indian scholarship program to Native American scholarship program throughout the code and allows programs with physical presence in the state (removes specific control language).

Updates Native American scholarship payment procedures to require annual verification of enrollment and eligibility by the North Dakota University System before issuing payments.

Consolidates North Dakota scholarship programs effective after July 31, 2030, eliminating separate academic and career/technical education scholarships and reporting requirements.

Repeals section 15-63-07 relating to use of Indian scholarship refunds.
