• University of North Dakota and North Dakota State University must identify at least 30% of capital project costs from gifts, grants, donations, the university system capital building fund, or other local funds.

• Bismarck State College, North Dakota State College of Science, Dickinson State University, and Minot State University must identify at least 20% of capital project costs from non-legislative sources.

• Lake Region State College, Williston State College, Mayville State University, Valley City State University, and Dakota College at Bottineau must identify at least 10% of capital project costs from non-legislative sources.

• Transfers $29,000,000 from the strategic investment and improvements fund to the university system capital building fund during the 2023-2025 biennium, allocated across all ten institutions in specified amounts.
