Changes program director qualification requirements from master's degree to bachelor's degree in social work, psychology, or related field with at least two years of professional experience working with children with mental illnesses or emotional disturbances.

Establishes executive director qualification requirement of at minimum a bachelor's degree in behavioral science or any field plus two years of administration experience.

Adds "serious risk of harm" as an admission criterion, defined as substantial likelihood of suicide, killing or inflicting serious bodily harm to self or another, or substantial deterioration in physical health based on current poor self-control or judgment.

Requires facilities to ensure a less restrictive setting cannot meet the child's immediate treatment need, taking into account the child's age and diagnosis to provide a safe and therapeutic environment.

Clarifies that all children admitted must have a mental health diagnosis, be able to respond to active psychotherapeutic intervention, and be unable to be effectively treated in their family, another home, or less restrictive setting.
